It is possible to fire homing weapons, as well as point-and-click weapons without aiming. To do this, one needs to select the weapon (using F1..F12 keys) and fire the weapon (using Space or Enter) simultaneously - more precisely, in the same frame. This works both on and off the Ninja Rope.

There are a number of weapons which are subject to this. These are:

The weapon is aimed to the position where a previous weapon was aimed in the same turn. If no weapon was aimed in that turn, the weapon automatically targets the center of the map.

Note that this glitch only works with weapons that are not immediately preceded by a targetable weapon on the same F-key row. When using this glitch to fire a weapon that is the first in its row, the weapon selected beforehand cannot be a targetable weapon.

v3.8 ReadMe note about this glitch

The v3.7.2.1 fix, "The glitch in which targetable weapons (such as Homing Missile, Air Strike, and Teleport) could be fired without being targeted has been modified. It now only works in the form of pre-targeting, which must be done on the same turn." was incomplete. It was not applied for weapons released from Rope, Bungee, Parachute or Jet Pack.
