There's probably a more correct geological term for this weapon, in which case it ought to be called that.
You know how the Nuclear Test raises the water level? Well, this weapon does the opposite with islands: it raises the land, introducing new land at the bottom. When the island rises, it vibrates slightly, like an Earthquake but not as powerfully, and the extent of this vibration needs to be considered. The other thing to consider, from a programming POV in particular, is the precise shape of the new land. An algorithm could be devised that extrapolates from the pre-existing land at the bottom in a naturalistic way; for example, curving land would continue to curve, and sheer drops would stay sheer.
The reason for using this weapon is fairly obvious - to get farther away from the lethal water!
